The reconstruction project aims to improve access and safety for low- and moderate-income residents of Santurce, following the damage caused by Hurricanes Irma and María in 2017, while also stimulating economic activity in the area. Key features include general sidewalk improvements such as appropriate sizing, universal accessibility, effective drainage, and enhanced pedestrian safety with crosswalks and speed reducers. Retractable bollards will control access on Calle Cerra during events, and bike lanes will be added to encourage cycling. The project also involves repaving, drainage upgrades, and the installation of security, Wi-Fi infrastructure, public announcement systems, and ambient music. Urban interventions include outdoor dining stations, green spaces, bike and scooter racks, shaded benches, and designated areas for deliveries and waste collection. Street furniture such as fixed benches, trash bins, bike racks, and bus stop enhancements will be integrated, along with improved signage for wayfinding. LED lighting, including solar-powered options, will be installed, and landscaping efforts will focus on reforestation and sustainable design. All work will comply with applicable codes, including ADA standards for accessibility.
